The anchoring function of BlockClaim is optional by design. A claim remains a claim whether or not it is ever anchored. Blockchain does not grant legitimacy. It does not confer ownership. It does not elevate status. It only strengthens persistence against erasure and revision by providing an external temporal reference. In this sense, blockchain is closer to a notary stamp than to a judge. It witnesses that something existed. It does not decide what that something is worth. This restraint is intentional. Provenance systems fail when they attempt to do too much. When attribution becomes enforcement, it inherits power struggles and jurisdictional conflicts. When timestamps become truth claims, they collapse under interpretation.
